For the past few months, we’ve seen how traveling within the country has been made easier even for non-Authorized Persons Outside Residence (APOR).
Aside from following strict health guidelines, one important thing you need to remember is to secure a travel pass-through permit (TPP), a document you present to gain entry to places.
If you’re planning to visit a place where restrictions have been eased down, you need to present the TPP to the authorities. There are no documents required to obtain for TPP. You simply have to go to the police station and talk to law enforcement officials about your need for the pass. As of the latest report, the government is working on an online platform to make the pass easily accessible for people.
The Department of Science and Technology (DOST) is building a website called S-Pass or Safe, Swift, and Smart Passage, where the public can secure TPP after answering online forms. You can print your pass or save it for easy recording. When you pass through checkpoints, you can simply show it to the police officers.
The TPP isn’t the same as a Travel Authority (TA). It differs in terms of requirements and places it is required.
In TPP, you only need to go to the police station and ask for the pass. In the case of TA, you should first get a medical clearance certificate from the city government or the city municipal health office.
While the TPP is applicable when you’re passing through restricted areas, TA is necessary when going to destinations with stricter quarantine protocols. These are places under enhanced community quarantine (ECQ) and modified enhanced community quarantine (MECQ).

It is better to take note, however, that even as the province has eased up on its protocols, there are towns within that province that may still be restricted. That is why it is best to be updated on the current situation of the local town you’re planning to visit.
There are also some places where you can submit requirements through their online platforms. Places such as Cebu, Bohol, and Boracay are amongst those tourist destinations that you can easily apply for.
